Theoretically, status quo is supposed to be used in a situation where you aren't able to keep advancing against the enemy and haven't yet captured all your claims, but allows you to end the war while still gaining something for your effort (or likewise lose something for their effort, or both even). Just like the player can at most be forced to a status quo after 2 years at 100%. Also if they were on 100% you could have forced Status Quo anytime you wanted.
